Freight assessment blueprint: Practical guide for evaluating freight transportation in support of national green freight programs
The Freight Assessment Blueprint provides a step-by step guidance on how to conduct a freight assessment in support of a Green Freight program. A freight assessment informs market-based efforts such as Green Freight programs, but also contributes to the development of vehicle fuel-efficiency standards and fiscal programs. The four key elements of a freight assessment include (1) an analysis of the truck, trailer, and trucking equipment sales market; (2) an in-depth investigation of trucking operations; (3) the chronicling of various stakeholder opinions and expectations regarding technologies and strategies for reducing truck fuel use and emissions; and (4) the foundation for the development (or strengthening) of a Green Freight program. For each of these four areas, the document includes useful guidance, best practices, and examples.
